Labour Protection

The focus of JSC Tyumenenergo policy in the sphere of labour protection is giving priority to company staff life and health protection over the business results.

The Company constantly strives for mitigation of occupational diseases risk and occupational injuries` prevention.

JSC Tyumenenergo developed, implements and maintains the Management System in the Area of Health, Safety and Environment Protection complying with the requirements of International Standard OHSAS 18001: 2007. In the framework of the functioning HSE system, the program Management of the Health Protection and Labour Safety Provision, Implementation of the Functions and Activities Aimed at the Mitigation of Risks in the Area of Health Protection and Labour Safety Provision is being implemented.

The main activities aimed at the labour protection improvement are:

  • Special evaluation of labour conditions at workstations bringing the working conditions at the workplace in compliance with applicable rules and regulations;
  • Laboratory control of observance of sanitary rules and hygiene codes at workstations, provision of the workers contacting hazardous substances with cleaning and protection equipment and milk, supply of clean drinking water to the staff, procurement of medicines;
  • Provision of workstations equipped with modern certified personal and collective protection equipment, including arc-resistant kits;
  • Hosting annual exhibition contest among JSC Tyumenenergo Branches on labour protection and human resources activities and various professional skill competitions;
  • Hosting professional skill competitions among JSC Tyumenenergo Branches.

One of the key tasks of JSC Tyumenenergo is the prevention of occupational injuries at the Company facilities concerning both the Company staff and third parties.

Currently the top-priority area in the activities to prevent occupational injuries in the Company is high-quality training of all the workers and improvement of their practical skills, and increased control by the responsible parties over adherence to normative documentation while carrying out work at JSC Tyumenenergo sites.

In 2014, JSC Tyumenenergo implemented the Comprehensive Program of Actions to Reduce Injuries Risks for the Company personnel and the third parties at the Company electric grid facilities within 20142017 years (approved by the Board of Directors of JSC Tyumenenergo, Minutes of Meeting No. 05/14 dated 25 April 2014).

The program provides the following sections:

  1. Reduction of injury risk for JSC Tyumenenergo personnel:
    1. Improvement of safety management and internal technical supervision systems
    2. Improvement of routine and emergency work safety performance system in electrical installations
    3. Activities aimed at prevention of injuries during emergency work
    4. Additional activities aimed at prevention of injuries
    5. Activities aimed at prevention of traffic accidents
    6. Industrial training and personnel management
    7. Prevention of injuries among personnel
    8. Provision of high quality protective equipment, tools and devices, etc.
  2. Reduction of injury risk for third parties at the Company electric grid facilities:
    1. Communication with government authorities, regulatory and supervisory authorities, legal and law enforcement agencies, and interaction with public at large
    2. Activities aimed at prevention of electric shock injuries among children and teenagers
    3. Activities aimed at prevention of electric shock injuries among children and teenagers from troubled families and children without parental care
    4. Activities aimed at prevention of electric shock injuries among employees of the third parties and contractors, including the owners and drivers of special-purpose heavy-duty and load lifting machinery performing operations in immediate proximity to power facilities
    5. Activities aimed at prevention of equipment and materials theft at power facilities, being the cause of injuries and fatalities to third parties
    6. Activities aimed at prevention of electric shock injuries during unauthorised connection to electric networks
    7. Activities aimed at evaluation of electrical installations condition and bringing them into compliance with safety operation requirements

In total, it was planned to invest 186 982, 02 thous. RUB. into implementation of the Comprehensive Program activities for 2014. In fact, within 2014 the Program implementation cost was equal to 184 374, 85 thous. RUB.

The Comprehensive Program of JSC Tyumenenergo covers all the Company activities and potential risks to the third parties at the Company facilities. In 2015 and subsequent years work, aimed at improving this program, and work aimed to improve (optimise) the program activities, will be continued.

JSC Tyumenenergo regularly holds Labour Safety Days (unified for all the branches), checks of the workstations and field teams.

Labour protection services of the Company branches perform monthly systemic reviews of identified critical remarks, plan actions to remedy the identified breaches and prevent similar breaches in the future. All workstations at JSC Tyumenenergo are equipped with certified protection equipment, tools and accessories as per the regulatory codes` requirements. At all JSC Tyumenenergo branches, facilities for protection equipment storage as per requirements of the Guidelines on Application and Tests of Protection Equipment Used at the Electrical Installations are provided. To ensure personnel safety, special-purpose arc-resistance overalls are provided.

In 2014 JSC Tyumenenergo, spent 114, 827.3143 RUB on the supply of personal protection equipment for the Company workers.

The Company widely uses anti-encephalitic overalls developed by FPG Energocontract CJSC. To protect the workers from the consequences of encephalitic ticks, the workers are regularly vaccinated.

In 2014, including costs for the activities to provide the workers with protection equipment amounted to RUB 148, 324.93, including costs per one worker RUB 19, 77.
