Tariff policy. Tariff Structure

Primary activities of JSC Tyumenenergo, related to rendering services on electrical energy transmission and network connection of consumers to electrical grids belong to activities, tariffs for which are subject to state regulation in accordance with Federal Law “On electrical energy industry”.

The Tyumen Area uses unified tariff regulation on the territory of the Tyumen Region, Khanty-Mansijsk Autonomous District — Yugra and Yamalo-Nenets Autonomous District.

Unified (boiler) tariffs are set separately for voltage and consumer groups, i.e. for other consumers:

  • at HV1 voltage level for consumers connected to UNPG grid (branches thereof) and leased out to the Territorial Grid Companies as per Federal Law 308-FZ dated November 6, 2013 (“last mile” lease contract effect in Tyumen region is extended till July 1. 2017);
  • at HV, MV1, MV2, LV voltage levels for consumers connected to the Territorial Grid Companies networks;
  • for public and consumers equivalent to public (tariffs for such population group were initially established on January 1, 2014).

Unified (boiler) tariffs for 2015 are set for other consumers and for public and consumers equivalent to public are established by Regulation of Regional Energy Commission of the Tyumen Region, HMAO — Yugry and YNAO No.105 dated December 19, 2014. The rates of unified (boiler) tariffs in the first half of the year 2015 do not exceed the rates effective in the second half of the year 2014; for the second half of the year 2015 the unified (boiler) tariffs were established at the growth of voltage level from 8.7% to 11.5%. The tariffs for voltage level HV1 in the first half of the year 2015 do not exceed the rates effective in the second half of the year 2014; in the second half of the year 2015 there is a decrease as compared to the rates of the first half of the year 2015 due to the reduction of cross-subsidisation rate included in tariff calculation at HV1 voltage level (as per Federal Law 308-FZ dated November 6, 2013).

Since 1 July 2015, the tariffs for services of electric energy transfer to public and consumers equivalent to public are approved by Regional Energy Commission with differentiation for public and consumers equivalent to public for whom the tariffs are established without decreasing coefficient and for public and consumers equivalent to public for whom the tariffs are established with decreasing coefficient.

Individual tariffs for services of electric energy transfer for mutual payments between the grid organizations in 2015 are established by decision No. 106 of Tyumen Area Regional Energy Commission, HMAO — Yugry, YNAO, dated December 19, 2014.

The sales mark-up of guaranteed electric energy suppliers providing electric energy (power) to the retail market i.e. for the consumers “grid organizations buying electric energy for balancing the electric energy losses” by were approved by Resolution of the Regional Energy Commission of Tyumen region, Khanty-Mansijsk Autonomous District, Yamalo-Nenets Autonomous District dated December 19, 2014 No. 107.

Since 01 July 2012, a method of long-term indexation of the necessary gross revenue was used to assess an amount of the necessary JSC Tyumenenergo gross revenue.

Long-term regulation parameters for JSC Tyumenenergo for 20122017 are set by Resolution of the Regional Energy Commission of the Tyumen region, Khanty-Mansijsk Autonomous District, Yamalo-Nenets Autonomous District dated May 30, 2012 No. 109 (as amended by Resolutions of the Regional Energy Commission of Tyumen region, Khanty-Mansijsk Autonomous District, Yamalo-Nenets Autonomous District dated 15 October 2012 No.366, dated 26 February 2013 No.3, dated 25 June 2013 No.114, dated 19 December 2013 N0.165).

JSC Tyumenenergo updated necessary gross revenue for 2014 for mln RUB (the expenses for the services of JSC FSK EES) was approved by resolution No. 17 of REC of the Tyumen Region, HMAD and YNAD 31 March 2014 “On amending REC resolution of the Tyumen Region, HMAD and YNAD No. 109 dated 30 May 2012”. The change of the Company necessary gross revenue updated for 2014 amounted to —0.9%.

In 2014, the Tyumen Region used a tariff the contract model is called a “boiler below”, according to which retail companies pay for electric energy transmission services under unified (boiler) tariffs to grid organizations where power receivers of their consumers are connected.

Unified (boiler) tariffs for the electricity transmission services for the service consumers in Tyumen region for 2014 were approved by Resolution of the Regional Energy Commission of Tyumen region, Khanty-Mansijsk Autonomous District, Yamalo-Nenets Autonomous District dated December 19, 2013 No. 170 (as amended by Resolutions of the Regional Energy Commission of Tyumen region, Khanty-Mansijsk Autonomous District, Yamalo-Nenets Autonomous District dated 11 February 2014 No. 5, dated 11 February 2014 No. 6, dated 14 May 2014 No. 33, dated 30 June 2014 No.41, dated 15 August 2014 No.63) are provided in Appendix 9.6.

The biggest share in the structure of revenue from Electrical Energy Transmission is made up from revenues from retail suppliers, purchasing electrical energy at the wholesale market for electricity and power (75.4%) and a guarantee supplier, JSC Tyumen Retail Company (15.6%). The remaining share of revenue is made up by revenues from territorial grid companies under individual tariffs (8%) and other service consumers under unified (boiler) tariffs (1%).

Gross Revenue from Services on Electrical Energy Transmission in 2014 is reduced as compared to the previous year by 2 056 mln RUB or by 4% due to the approval since January 1, 2014, tariffs for public and consumers equivalent to public and due to the introduction of tariffs for Electrical Energy Transmission Services for “last mile” consumers at HV1 voltage level.

Additionally, in 2014 there was 2 576 mln RUB decrease in the Company expenses for purchasing the electric energy to balance the losses in the grids due to the reduction of JSC Tyumen Retail Company sales mark-ups of consumers “grid organizations buying electric energy for balancing the electric energy losses” (Resolution of the Regional Energy Commission of Tyumen region, Khanty-Mansijsk Autonomous District, Yamalo-Nenets Autonomous District dated December 26, 2013 No. 173).

Information on Tariffs for Network Connection

In accordance with Methodological instructions on assessment of payment approved by Order of Russian FTS No. 209-e/1 dated 11 September 2012, JSC Tyumenenergo calculated and Regional Energy Commission of the Tyumen Region, HMAD and YNAD approved (Resolution No. 174-tp dated 19 December 2013; Resolution No. 193-tp dated 27 December 2013; Resolution No. 22-tp dated 31 March 2014; Resolution No. 25-tp dated 14 May 2014) tariffs for maximum power unit and standardised tariff rates for network connection of applicants` power receivers to JSC Tyumenenergo grid.

When it was necessary to perform activities related to “last mile” construction at the voltage level of 0.410 kV, these expenses were included in the amount of payment for network connection according to rates approved, and at the voltage level of 35220 kV for every particular case were approved individually by a regulating authority.

In total for 2014, according to the materials submitted by JSC Tyumenenergo to the Regional Energy Commission of the Tyumen Region, HMAD and YNAD, five resolutions were made on setting an individual payment amount with total cost of 357.071 mln RUB (net of VAT) and total power of 67.600 mW.

For applicants with maximum connected power not exceeding 15 kV inclusively (with power account connected at this point at an earlier date) resolution of the Regional Energy Commission of the Tyumen Region, HMAD and YNAD No. 193-tp dated 27 December 2013 (as amended by No.25-tp dated 14 May 2014) approved payment for network connection to JSC Tyumenenergo electrical grids in the amount of 550 RUB (incl. VAT). The same resolution set an amount of economically justified rate for connection of applicants` power receivers with maximum power not exceeding 15 kV for the sum of 13.050 thous. RUB and defined an amount of fall-out revenues for this applicant group, included in tariff for services on electrical energy transmission for the sum of 75.101 mln RUB.
